A recent article in the Times by Alan Wartes on the Colorado State Water Plan piqued my interest — because of a possible solution to the state’s water shortfall that the plan leaves unexplored.

Perhaps it is safe now to stop holding our breath and just come out and say it — winter is over. It certainly looked that way to me this week as I got busy carving a new garden out of a bit of hay pasture by the creek. The omens are good. The dark earth I turned is warm, rich and eager. Swallows race and dive overhead. All around me the sage covered hills are suddenly and enthusiastically green.
